The TMRS Act provides that the administration of TMRS is entrusted in a six-member Board of Trustees, appointed by the Governor with the advice and consent of the Senate. Three Trustees are "Executive Trustees" (Gorzell, Rodriguez, and Simpson) who are either the chief executive officer, chief finance officer, or other officer, executive or department head of a participating municipality. Three Trustees are "Employee Trustees" (Linér, Hernandez, and Nixon) who are employees of a participating municipality.

Carolyn Linér is the Chair of the TMRS Board for 2009, and Ben Gorzell is the Vice Chair.
