GASB 75 Reporting Packages for cities that participate in TMRS’ Supplemental Death Benefit Fund (SDBF) with coverage for retirees are now available for download. The GASB 75 Reporting Packages contain detailed disclosure information for your city’s SDBF plan, based on the December 31, 2020 Actuarial Valuation Report.

GASB 68 Reporting Packages for TMRS participating cities are now available for download. The Reporting Package contains detailed city pension disclosure information based on TMRS’ December 31, 2020 Actuarial Valuation Report.
2020 TMRS Comprehensive Annual Financial Report Available
The TMRS 2021 Annual City Conference will be held on July 27 and July 28 from 9 – 11 a.m. The conference will give an annual overview of important information about TMRS. We invite all city personnel who are involved in TMRS benefits to learn more about what is happening at TMRS.
The conference will be online and attendance is free. Register now and look for a link to stream the event the week before the conference.
Plan Change Studies Now Available
Plan change studies utilizing the December 31, 2020 Actuarial Valuation Report results now can be prepared by TMRS staff. These studies compare the cost of a city’s current plan benefits to any alternative TMRS plan benefits. In addition, a report projecting future contribution rates and funded status can also be prepared by TMRS staff utilizing the December 31, 2020 Valuation results. To request a Plan Change Study or Projection report, please contact the City Services Department.
Updated City Dashboard Now Available
The City Dashboard has been updated to include results from the December 31, 2020 Actuarial Valuation Report. The City Dashboard allows TMRS participating cities to analyze various funding metrics by city on a historical basis. A peer comparison with all other TMRS cities and graphs of the data are also available.
2022 City Rate Letters Available
2022 Rate Letters are now available for download by TMRS participating cities. The Rate Letters contain detailed information on each city’s contribution rate for calendar year 2022.

Governor Signs TMRS Return to Work Legislation
On May 28, 2021, Texas Governor Greg Abbott signed Senate Bill 1105 into law, which changes reemployment opportunities for certain TMRS retirees. Beginning September 1, 2021, TMRS retirees will be able to return to work at the city from which they retired after a one-year break in service without having to forfeit their retirement benefit. Also, retirees who have already returned to work for the city from which they retired, after a one-year break in service will have their monthly retirement benefit restarted upon application for this benefit. This amendment will help TMRS’ participating cities recruit experienced employees and retirees who want to return to work. If a retiree returns to work or has returned to work for the same city with less than a one-year break in service, the monthly benefit will still be forfeited during the period of reemployment. TMRS will be contacting those retirees who are affected by this amendment.
Chief Investment Officer T.J. Carlson Accepts MOSERS CIO Position
TMRS Chief Investment Officer T.J. Carlson has resigned effective September 7, 2021, to assume the same position with the Missouri State Employees’ Retirement System (MOSERS).
TMRS Executive Director David Wescoe said, “TJ is an experienced and talented investment professional. During his seven-plus years with TMRS, TJ’s many accomplishments include building a first-rate investment team and growing Trust Fund assets from $23.8 billion to $34.5 billion. Everyone associated with TMRS wishes TJ and his family nothing but the best in the future.”
Carlson added, “I have truly enjoyed my time at TMRS, working with our excellent Board and the entire TMRS team to deliver on all our promises to our Members and participating cities. I am proud of all that we have accomplished during my tenure, and I know I am leaving the investment program in a very good place.”
Chief Service Officer Eric Davis Announces Retirement
TMRS Chief Service Officer Eric Davis publicly announced that he is retiring on August 31 after 34 years of TMRS service. During his tenure, Eric traveled Texas from north to south and east to west, meeting and educating city councils, city administrators, Members, and retirees about TMRS and the many benefits it provides.
Eric has served as Deputy Executive Director, Interim Executive Director and, in September 2020, became TMRS’ first-ever Chief Service Officer. During Eric’s career, TMRS increased the number of participating cities from 517 to 895, Membership increased from 79,000 to 220,000, and Trust Fund assets grew from $1.4 billion to more than $34 billion. In the past year, Eric helped onboard a new Executive Director, facilitate the upcoming office move to The Grove, establish the first-ever City Services department and pass Senate Bill 1105 that will let retirees return to work for the same city after a one-year break in service.
TMRS Executive Director David Wescoe said, “Eric is ‘Mr. TMRS.’ During his long and successful TMRS career, he has touched tens of thousands of lives. TMRS’ Trustees, staff, Members, retirees_ and participating cities owe him a big ‘thank you’ for his distinguished service.”
Eric said, “It has truly been a privilege and honor to serve the Members, retirees and cities that participate in TMRS. I will retire proudly knowing that TMRS is a more secure and sustainable System than when I arrived, and that I played a small part in its success.”
2020 Actuarial Valuation Report Available
At its May 27, 2021 meeting, the TMRS Board of Trustees approved the System’s Actuarial Valuation Report as of December 31, 2020. The Report contains rate information for TMRS participating cities for the year beginning January 1, 2022.
Texas Senate Confirms TMRS Trustees
On May 5, 2021, the Texas Senate unanimously confirmed Governor Abbott’s reappointment of four Trustees to the TMRS Board of Trustees for the following terms: Johnny Huizar of Pleasanton to a term expiring on February 1, 2023, Bob Scott of Carrollton and Bill Philibert of Deer Park for terms expiring on February 1, 2025 and Anali Alanis of Pharr to a term expiring on February 1, 2027.
Governor Reappoints Anali Alanis to the TMRS Board of Trustees
On April 14, Texas Governor Greg Abbott reappointed Anali Alanis to the Texas Municipal Retirement System Board of Trustees for a term that will expire February 1, 2027. She was first appointed to a partial term on February 4, 2020 and is currently Chair of the Board’s Budget and Compensation Committee. For details, see TMRS’ press release.
Texas Municipal Retirement System to Move Headquarters
At its meeting today, the TMRS Board of Trustees announced that TMRS will move its headquarters from its current location at 1200 N. Interstate 35 Frontage Road in Austin to Office Building 2 at The Grove, 2717 Perseverance Drive, in Austin. The move is anticipated to occur in October 2021.
TMRS Board Chair David Landis commented, “Consistent with our fiduciary duties, TMRS analyzed our space needs and identified three key objectives for our new space: keeping costs low; convenience of employees, Members and visitors; and future anticipated space needs. Then we compared these objectives with available alternatives in the Austin area.” Landis added, “Building 2 at The Grove met all three objectives and provides a convenient, cost-effective and attractive location for TMRS’ employees, Members and visitors. And, above all, it will help us fulfill our mission to provide superior service to our Members and participating cities.”
David Rodriguez Announces Retirement
TMRS Senior Regional Manager David Rodriguez has announced that he will retire on March 31.
David joined TMRS in 1997 and for 24 years has poured his heart and soul into serving TMRS Members and participating cities. During his TMRS career, David has counseled and been a leader in developing education and training for thousands of Members and city officials. He has been a valued part of the TMRS family, and he will be missed.
We thank David for his outstanding service and commitment to TMRS mission and vision, and we wish him all the best in the future.

Retirement Benefit Statements Now Available

Retiree Tax Forms
The 2020 Form 1099-Rs were mailed on January 22, 2021 for retirees or beneficiaries who received payments from TMRS in 2020. They are also available for download through MyTMRS.
New Year, New Look!
TMRS recently introduced a new logo that incorporates the colors of the Texas flag, with the Texas Lone Star in the “R” to emphasize our mission: providing a secure retirement for TMRS Members. The logo also has a slight forward tilt, representing positive movement toward our goal to be the best public retirement system in the country.
TMRS Board of Trustees Adopts New Rules
The TMRS Board of Trustees adopted new rules that became effective November 19, 2020. These new rules can be found in Chapter 121, Practice and Procedure Regarding Claims and Chapter 123, Actuarial Tables and Benefit Requirements, of the Texas Administrative Code, Title 34, Part 6. Good News for Retirees: Direct Deposit Changes Can Now Be Made on MyTMRS!
Retirees with a MyTMRS account can now update their bank information online. Log in to MyTMRS if you need to change your direct deposit preference. If you don't have a MyTMRS account, this page contains instructions.
Most member questions can be answered by our Phone Center at 800.924.8677, but, if you need additional counseling, TMRS is here to help. You can call the Phone Center and request an appointment with a counselor for a time that's convenient for you. TMRS Executive Director Retires
This week TMRS marked David Gavia's retirement with a mostly virtual celebration, which included presenting David with a Texas Capitol flag and certificate.
Although this retirement celebration was unconventional, the sentiments were genuine and filled with great memories. David will be missed, and will always be recognized as a part of Texas history for his steadfast leadership at TMRS.
TMRS extends gratitude and best wishes to David Gavia for his years of service to our Members, retirees, and cities.

Actuarial Valuation Available
The TMRS Board of Trustees approved the System’s Actuarial Valuation for the year ending December 31, 2019. The complete valuation, which is now available to download, contains rate information for cities for the year beginning January 1, 2021. Individual city rate letters will be available in early June.

Email Update for Members
TMRS recently sent out a Special E-Bulletin to all TMRS members with valid email addresses on file. Like our previous COVID-19 updates, the enewsletter covers questions that have arisen during the current crisis. The primary topic of the issue is understanding the types of service credit, which may help members reach vesting or retirement eligibility sooner. Other topics covered are how to know your vested status and service retirement eligibility and important resources for members. If you haven’t been receiving these email updates, go to MyTMRS and update your email address (use a longstanding email). If you know someone who is a TMRS member but does not receive email from TMRS, please pass along the newsletter and encourage them to sign up.
Privacy Notice has Been Updated
The Privacy Notice on the TMRS website has been posted so that all plan participants will be aware of TMRS’ privacy practices. The notice spells out what confidential information we collect, how we use it, how we keep it secure, and your rights regarding your personal information. We constantly improve our internal policies and procedures in order to protect your confidential data that we receive and use for our business operations.
COVID Communication to All TMRS Cities
TMRS sent out a Special E-Bulletin today that covered several questions that have arisen during the current crisis. The update includes a TMRS status report from the Executive Director, issues affecting furloughs and other reductions in force, compensation under FFCRA provisions, Extended Supplemental Death Benefits (ESDB), and enrolling new members using the City Portal.
Use the City Portal for Member Enrollments
During the current crisis, many of our cities are working remotely. TMRS wants to let cities know that the best way to enroll new members in TMRS is with the City Portal. The City Portal is a secure electronic application, and using it eliminates the need to complete and sign paper forms for new member enrollment. Find more information on the City Portal here.

Your Retirement is Secure
Whenever the financial markets experience downturns, some TMRS members become concerned about their retirement benefits. It is important to remember that your benefit is not tied to investment returns and that a market correction does not affect your TMRS account or your monthly benefit. Market volatility is expected but TMRS is a long-term investor and our investment philosophy is designed to achieve our goals through asset diversification and prudent strategies.

TMRS Welcomes Two New Board Members
Governor Abbott appointed Anali Alanis, Assistant City Manager of Pharr, and Juan Diego “Johnny” Huizar, City Manager of Pleasanton, to the TMRS Board of Trustees on February 4. Mrs. Alanis replaces Jim Jeffers of Nacogdoches, who retired in January 2020. Mr. Huizar replaces Jim Parrish of Plano, who retired in 2019. TMRS welcomes Mrs. Alanis and Mr. Huizar and thanks Mr. Parrish and Mr. Jeffers for their dedication and service.
Retirement Account Statements Now Available
Annual account statements for TMRS retirees are now available on MyTMRS and will also be mailed today, February 10. The statements show the payment and withholding amount, retirement plan option, retirement date, beneficiary designation, and amount of COLA (if applicable) in effect for 2020. Member Annual Statements will be available in March. If you have questions about your statement, call our Phone Center at 800-924-8677.
Tax Documents Now Available
The 2019 1099-R tax statements are now available for download through MyTMRS. These documents were also mailed to all payees on January 22. Please note that tax statements are not provided for members who are current contributors to TMRS. The 1099-Rs are only provided for annuitants and members who received payments in 2019.
Rate Reminder Letters for Cities
TMRS mailed letters to cities on January 16, 2020, reminding them of their 2020 contribution rate. This letter includes the updated rates for cities that adopted an ordinance since the last valuation. This rate is effective January 1, 2020 with the January payroll report, which must be submitted to TMRS no later than February 15, 2020. Annual Interest Credit Applied
Five percent interest has been applied to all eligible TMRS member accounts as of December 31, 2019. The interest allocation is credited on the balance in member accounts as of January 1, 2019. To view your interest earned and your 2019 transaction history, log in to your account on MyTMRS.
