David Garza, CPM, CWP- Active Member
David Garza is the City of McAllen’s Director of Wastewater Systems. He has more than 26 years experience in the water and wastewater profession. He has a Bachelor of Science in Chemistry from the University of Texas-Pan American. Garza is the first Hispanic in Texas to achieve the Triple “A” status in the utility profession. Garza has a Certified Water Professional (CWP) certification from the Texas A&M Engineering Extension Service, is a Certified Public Manager (CPM), and an adjunct instructor for TEEX. Garza is a member of the Texas Water Utility Association (TWUA), America Water Work Association (AWWA), Water Environment Federation (WEF), and Texas Municipal Water Association (TMUA). Garza is the current Board President of the Boys & Girls Club of Pharr-San Juan.Paulette A. Hartman - Texas City Management Association

Christi Klyn has been the Director of Human Resources and Civil Service Director for the City of Wichita Falls since 2013. Klyn served as Trustee of the Texas Municipal Human Resource Association (TMHRA) from 2017 to 2023. Mr. Shipley has been with the Corpus Christi Police Department for the past 36 years. He currently serves on the Executive Board of the Combined Law Enforcement Associations of Texas and the Corpus Christi Police Officers' Association.Casey Srader - Government Finance Officers Association of Texas
Mr. Srader is the Assistant Director of Budget and Research for the city of Plano. He has previously served on the Government Finance Officers Association’s Nation Committee on Retirement and Benefits Administration.Jay Warren - Active Member
Mr. Warren is the Director of Communication and Legislative Affairs for the City of Arlington, Texas. In this role, he oversees the Office of Communications, City Secretary’s Office, Intergovernmental Affairs, the City’s call center, and the support staff for the City Manager and City Council.Monty Wynn - Texas Municipal League
Monty Wynn serves as Executive Director of the Texas Municipal League (TML), where he oversees the organization’s operations, strategic direction, and advocacy efforts on behalf of its 1,176 member cities. He has been with TML for 19 years and previously coordinated and implemented the League’s legislative policy program, working closely with city officials and policymakers across Texas.Prior to joining TML, Monty worked for two Texas Comptrollers of Public Accounts, served as Committee Director for the Texas House Public Education Committee, and held senior leadership roles for two members of the Texas State Senate. His career reflects extensive experience in state government, legislative process, and public policy.
Monty is a graduate of The University of Texas at Austin, where he earned a degree in Economics and Political Science. He and his wife, Rosemary, have two sons, Aiden (20) and Owen (18).
