Debbie Muñoz became TMRS’ Executive Director in July 2025 following a unanimous vote by the TMRS Board of Trustees. During her 27-year career at TMRS she has worked tirelessly to strengthen the financial security of municipal employees throughout Texas.

Debbie joined TMRS in 1998 as a Membership Development Representative. Since then, Debbie has led teams through modernization and online Member and city service functionality projects, including developing MyTMRS, the City Portal, and the pension administration system. Her responsibilities steadily increased to include managing the Support Services, Member and City Services, and Benefit Administration groups. In October 2022, she was promoted to Chief Service Officer, and in March 2024 to Deputy Executive Director. As Deputy, she was responsible for the Finance, Human Resources, Quality Initiatives, Project Management, and the Services groups. 

In 2023, she graduated from the prestigious Texas LBJ School’s Governor’s Executive Development Program XLI. Debbie served as a City Council Member in the City of Kyle, Texas when the city began experiencing rapid growth. She played a pivotal part in TMRS embarking on a journey to excellence and subsequently earning four awards from the Quality Texas Foundation. Debbie’s visionary outlook includes the System securing the coveted Malcom Baldrige National Quality Award—which the organization is well-suited to achieve.

Debbie received her BA in Government from the University of Texas. She is a native Texan, born and raised in San Antonio. 

Jim Parrish was appointed to the Board in September 2024. He served as the Deputy City Manager in Plano and in various human resources and administrative roles at the cities of McKinney, Carrollton, and Amarillo. 

Mr. Parrish is former president of the Texas Municipal Human Resources Association and a former board member of the Texas Municipal League. He previously served as a gubernatorial appointee on the TMRS Board of Trustees for over eight years. 

Mr. Parrish is the 2026 TMRS Board Chair.

Daron K. Roberts is a former NFL coach and award-winning college professor. Named as a “Top 20 Global Speaker” in 2024, Daron’s clients range from professional sports teams to Fortune 100 companies. 

Daron is the author of three books, Microwins, A Kids Book About Empathy, and Call an Audible. 

A Kids Book About Empathy was named to “Oprah’s Favorite Things” list and Call an Audible was tabbed as a #1 New Release and Best Seller by Amazon. Sports Illustrated selected the book as one of its “Best Sports Business Books”. 

A former venture capital partner, Daron is an active investor and private equity advisor and board member. His weekly leadership series - “This Is Not About Sports” - prompted LinkedIn to name Roberts as its #1 Top Voice in Sports. 

Daron is a graduate of the University of Texas, Harvard Kennedy School, and Harvard Law School. 

He and his wife, Hilary, chase five children through the streets of Austin, Texas. 

Anthony Mills was named Director of Education Services at the Texas Municipal Retirement System in June 2023. The division provides virtual and in-person training and education to Members, city administrators, and councilpersons who participate in or administer their cities’ TMRS plans.

Prior to his current role, Anthony was named TMRS’ first Director of City Services in September 2020. Among the division’s functions are education and outreach to city administrators, stakeholders and elected officials and onboarding new participating cities. Anthony joined TMRS in November 2004.  

Before joining TMRS, Anthony worked for the Texas County and District Retirement System and the Employees Retirement System of Texas. Anthony was also a press aide to the late Lieutenant Governor Bob Bullock.

Anthony holds a BA in History from the University of Texas at Austin.

April Hernandez serves as Deputy Chief Service Officer and Director of City and Member Services for the Texas Municipal Retirement System (TMRS), where she helps lead service operations that support Texas cities, public servants, members, and retirees.

With more than 23 years of public service and retirement system experience, April is known for leading with purpose, accountability, compassion, and a strong commitment to service excellence.

Throughout her career, April has focused on strengthening operations, developing high-performing teams, mentoring future leaders, and improving the service experience for those who serve Texas communities.

In 2026, April was honored with the Outstanding Women in Texas Government award in Community Involvement, recognizing her exceptional leadership and profound impact on the communities she serves.

She is a certified Lean Six Sigma Green Belt and a graduate of The University of Texas at Austin LBJ School of Public Affairs Senior Management Program.

Beyond her professional role, April is deeply committed to supporting children and families impacted by pediatric cancer. In honor of her daughter, Claire Elizabeth, who battled Diffuse Intrinsic Pontine Glioma (DIPG), April founded #CourageousClaire to raise awareness, support families, and continue Claire’s legacy of courage, faith, and love.

The Courageous Claire holiday toy drive, a family-led effort supported by April’s husband, Rey, their sons, Logan and Gavin, her parents, L4 Cares, family, friends, and community supporters, has delivered more than 8,000 gifts to patients and siblings at Dell Children’s Medical Center.

April and her family also serve as Ambassadors for The Cure Starts Now Foundation and support L4 Cares, a nonprofit organization honoring children who have battled or are battling cancer.

April’s leadership is defined by resilience, compassion, and a commitment to making a meaningful difference in the lives of others.

Shannon Lucero joined TMRS in 2002 and currently serves as a Regional Education Manager. She provides retirement education and guidance to TMRS Members and cities across Texas, meeting with Members in person and virtually to help them understand their TMRS plan and benefits. Her service includes supporting city trainings, conferences, and personalized retirement consultations.

Before becoming a Regional Education Manager, Shannon held several roles within TMRS that strengthened her expertise in Member services, education, and city engagement. 

She holds a degree in Business Administration and received her Communications Certification from UT’s Professional Development Program.

Ida joined TMRS in 2007. She has been a member of several areas starting as the receptionist, Member Analyst in the Member Services department and City Analyst in the City Services department and currently works as a Regional Education Manager in the Education Services department.  

She counsels and educates TMRS members in person and virtually about their TMRS plan and benefits.  Her service area includes the Houston, Highland Lakes – Austin, Waco to Abilene. 

Ida has a BA from Concordia University in Austin.

Marin Emma joined TMRS in October 2021 as a Member Education Representative. She counsels and educates TMRS members in person and virtually about their TMRS plan and benefits. Her service area includes parts of the DFW Metroplex, Lubbock, Amarillo, and Wichita Falls.

Prior to joining TMRS, Marin spent 16 years with the Employees Retirement System. During her time with ERS, Marin held several positions focused on training, quality assurance, service recovery and the member experience.

Marin holds a BA from the University of Texas at Austin.

Gabriel “Gabe” Chavez joined TMRS as a Education Manager in February of 2026, bringing a background in technology, relationship management, and education. Passionate about serving those who serve others, Gabe is committed to helping Texas public servants understand and maximize the retirement benefits they have earned.

Fluent in English and Spanish, Gabe is dedicated to expanding access to retirement education for Spanish-speaking members and municipal partners. His work has taken him across Texas, but his focus is the Coastal Bend, Permian Basin and Rio Grande Valley regions.

Before joining TMRS, Gabe held business development and sales executive roles with leading technology companies, including Dropbox, Miro, and Deel. He now combines that experience with his passion for public service to help strengthen the retirement security of Texas communities.

Gabe received his BA in History from Southwestern University.
