Anali Alanis
Chief Service Officer
Anali Alanis is the Chief Service Officer of the Texas Municipal Retirement System (TMRS), a role she was promoted to in March 2024. In this capacity, she leads the Benefit Administration, Communications, Education Services, Member and City Services, and Plan Design and Funding departments. Prior to this, she served as TMRS’s first-ever Chief Quality Officer, where she spearheaded organization-wide quality initiatives and process improvement projects, including oversight of Human Resources, Internal Audit, and Project Management
Before joining TMRS, Ms. Alanis was the Interim City Manager for the City of Pharr. Under her leadership and vision, Pharr became only the third city in Texas to receive the prestigious Governor’s Texas Award for Performance Excellence, which honors outstanding achievement in organizational management across all sectors
At TMRS, Ms. Alanis has continued to drive innovation and service excellence. She has led initiatives to enhance the City Portal experience, streamline benefit administration processes, and expand TMRS branding efforts. She also played a key role in the submission of TMRS’ application for the Governor’s Texas Award for Performance Excellence through the Quality Texas Foundation
Ms. Alanis holds a B.A. in Applied Technology Management from South Texas College and a Master of Public Administration from the University of Texas Rio Grande Valley. She is a Certified Public Manager, serves as a Director of the Quality Texas Foundation, serves on the Board of the State Agency Council, and is a graduate of the prestigious Governor’s Executive Development Program.
