Cindy Demers
Chief Financial Officer
Cindy Demers joined TMRS as Director of Accounting in September 2024 and was promoted to Chief Financial Officer in March 2026.
Cindy spent the majority of her public service career in financial leadership roles serving at the local and state levels. Prior to joining TMRS, she was the Vice President of Treasury Management at DFW airport where she provided strategic financial leadership and management with respect to debt financing, cash and investments, federal grants and the defined benefit and contribution pension plans. She managed the airport’s $9 billion debt and $2.9 billion investment portfolios.
In addition, she has previously held positions as Director of Treasury and Financial Planning for the North Texas Tollway Authority, Executive Manager/CFO for the Guadalupe-Blanco River Authority, CFO for the Texas Water Development Board and 18 years with the City of Round Rock serving in several capacities including Director of Finance and Assistant City Manager.
Cindy is a certified public accountant and holds a bachelor’s degree in accounting and a master’s degree in business administration.
