Trustees
TMRS Trustees are appointed for six-year terms by the Governor with the consent of the Senate.
David Landis
City Manager, City of Perryton
David Landis was appointed to the Board in September 2013. He is a member and past president of the Texas City Management Association. Additionally, he is secretary of the Panhandle Water Planning Group, member of the Perryton Rotary Club, and a volunteer for Big Brothers Big Sisters.
Mr. Landis is the 2025 Board Chair and Vice Chair of the Audit Committee.
Tricia Mirabelle
Commander, City of Pflugerville Police Department
Tricia Mirabelle was appointed to the Board in April 2024. She is president and Board Member of Blue Guardian of Pflugerville, a volunteer law enforcement liaison for ASIS International, and member of the International Association of Chiefs of Police. Additionally, she is a Women in Leadership subcommittee member for the Texas Police Chiefs Association.
Ms. Mirabelle is the 2025 Board Vice Chair and Chair of the Stakeholder Advisory Committee.
Tommy Gonzalez
City Manager, City of Midland
Tommy Gonzalez was appointed to the Board in April 2024. He previously served as the City Manager of El Paso from 2014 to 2023, where he earned the Baldrige Foundation E. David Spong Lifetime Leadership Award in 2022. Mr. Gonzalez helped El Paso earn various awards including the All-America City Award and Texas Award for Performance Excellence.
Mr. Gonzalez is the 2025 Chair of the Budget and Compensation Committee.
Jim Parrish
Human Resources and Risk Management Director, City of McKinney
Jim Parrish was appointed to the Board in September 2024. He served as the Deputy City Manager in Plano and in various human resources and administrative roles at the cities of McKinney, Carrollton, and Amarillo. Mr. Parrish is former president of the Texas Municipal Human Resources Association and a former board member of the Texas Municipal League. He previously served as a gubernatorial appointee on the TMRS Board of Trustees for over eight years.
Mr. Parrish is the 2025 Vice Chair of the Budget and Compensation Committee.
Bill Philibert
Director of Human Resources and Risk Management, City of Deer Park
Bill Philibert was appointed to the Board in February 2013. He is a Board Member of the Public Employee Benefits Alliance (PEBA). Mr. Philibert is a member of the International Public Management Association for Human Resources (IMPA-HR), the Texas Municipal Human Resources Association (TMHRA), and the Society of Human Resources Management (SHRM).
Mr. Philibert is the 2025 Vice Chair of the Stakeholder Advisory Committee.
Bob Scott
Deputy Town Manager, Town of Prosper
Bob Scott was appointed to the Board in July 2020. He served on the Government Accounting Standards Board’s (GASB) pension committee, authored the American Institute of Certified Public Accountants’ course on GASB 68 accounting, and is a past member of the Government Finance Officers’ Association Executive Board. Mr. Scott held a position on the TMRS Board’s Advisory Committee on Benefit Design from 2008 to 2014.
Mr. Scott is the 2025 Chair of the Audit Committee.
